“For example, a study from New Zealand conducted in part by researchers at Duke University showed that people who started smoking marijuana heavily in their teens and had an ongoing marijuana use disorder lost an average of 8 IQ points between ages 13 and 38.”

This has been publicly debunked!  http://www.sciencemag.org/news/2016/01/twins-study-finds-no-evidence-marijuana-lowers-iq-teens

So, it is disappointing to see the NIDA perpetuating this lie, but not surprising in the least.  Just more government BULLSHIT.  Evidently, these Reefer Madness shills do not understand causality, or intentionally try to mislead the public.  While correlation was indeed found between lower IQs and cannabis use, the cannabis was NOT CAUSAL.  Quite the opposite– lower IQs meant more struggles in everyday life, school, and other activities, hence the increased need for escapes and self-medication.  A recent study showed that THC is useful in reducing anxiety and stress, so the lower IQ kids were seeking stress relief.  Stress was the causal factor, not vice versa
